postage refund after order cancellation

Hello

I bought an item from a seller.

After this he said he couldn't send normally, but only with dhl but i had to send other 10 gbp for this, which i sent.

Then he said he couldn't send even with dhl, so he asekd for a cancellation which i still didn't accept.

But the problem is that he is refunding only the item price, and NOT the 10GBP i sent him after,

what can i do?

If you paid with PayPal on that 10 hopefully it was as goods and services and not friends and family.  You’ll need to file a inr claim in PayPal.
