Fee credit for partial refund

I am the seller. Buyer requests a partial refund. How do I refund and get my fees back? Easy enough to refund through Paypal, but it is my understanding that I wont get part of my fees back this way.

Selling fees are refunded for full refunds.

Partial refunds don't usually get any fees refunded.

Without more info, don't know if you'd be an exception.
