i purchased an item, but the item was not as described. i initiated the return and sent it back at my expense. however, the seller has only issued a partial refund. i have opened a case but no reply yet from eBay. what are my chances at receiving the rest of my money? the seller will not reply to any of my messages...

What's the rest of your money? Your expense shipping it back on your own is likely unrecoverable.

But if the seller issued less than a full refund for the item that was not as described, open at http://paypal.com/disputes then immediately escalate a dispute at PayPal. Then to get the rest of your refund, upload the already-delivered return tracking number when you're instructed to return the already-returned item.

thank you. by the rest of my money, i mean the other half of the price of the item. i am not asking for any reimbursement for shipping. i am only asking for my $ back. he only issued a 50% refund. regarding the tracking number, i had to use a different method to ship it back. the provided label from USPS was not sufficient to send the item. i had it shipped and insured with UPS. i have already opened a case.
