Unfortunately, partial refunds are not enforceable unless you open a return request in the resolution center, choose not as described as the reason, and the seller offers the partial. Nothing is eBay messaging is binding.

I must be missing something. You accepted the offer of a partial refund. What is left for you to discuss with the seller? If the seller issued you the partial refund that you accepted, there is nothing left for you to talk about. Have you checked your PayPal account to see that the refund has been delivered to your account. If you paid with a credit card through PayPal, the refund may not show up as a credit on your card until your next statement, but it should show as having been received in your transaction history on your PayPal account.

I could be wrong, but I think the negotiation on the partial was done via email, not through eBay.

The partial refund that was accepted was done through ebay messaging and the seller went MIA after the buyer accepted.....from the sounds of it the seller hasn't issued the partial refund.
