bought an electronic tablet that's tagged under "manufacturer refurbished" and received extremely used product on arrival with heavy dents and even chipping off at few places and most important of all, not even turning on, thing is I bought this on USA website and forwarded this outside USA by spending thirty percent more on top of the listed price, now I don't know how to approach this issue and does ebay help me at all in this case and do I get all my money back, please help me on how to approach this issue, thanks.

You won't pay customs, but you will have to send it with tracking to have PayPal refund

No eBay can't help you. The eBay Monkey's Back Policy states:
Not covered
It's likely that your seller took advantage that you were using a fright forerunner.
However, you're covered for Not As Described by PayPal http://paypal.com/disputes and your credit card (call the number on the back of the card) if that's how you paid. You're responsible for return shipping.

Thank you very much your reply, if I ship it myself I'm confused whether I need to pay customs or how this return order is handled on arrival at USA.
