Dear Member!
I wondering, why my return case was pending over 3 weeks to solve....
Here is my detail case:
06-10-2018 I received item doesn't match description (Apple ID Locked) and return request, and 13-10 I open case and on 14-10-2018 my case has been holding on.
So, please advice me how to solve it?

I would suggest you contact eBay by phone to see what is happening. If that isn't your thing, you can always contact them via Twitter or Facebook. We have had success resolving issues by messaging eBay on Twitter and Facebook.

Looking at your feedback, there is an (inappropriate) feedback from another seller in there accusing you of theft ... my guess is that eBay has flagged your account because this return looks suspicious as well, and they are reviewing your account for fraud/theft/dishonesty.
But, if this isn't your situation, then simply call eBay Customer Service to get more clarity on why there is a hold.
(If this is the case, then this is the first time I have EVER seen eBay finally doing something about the criminal behavior of buyers on here.)
