money returning question case

Hi
I have a question about a seller, they said that they cant give back a bit of the money for a broken ligthbulb i bouth if i dont close the case because the money is stuck. 
Can i do that or im i being screwd over after i close the case? cant they just send the little money over before i close it? 
Maybe i did open a wrong sort of case :S 
the bulb that are working i want to pay for and keep.
i was about to contact ebay but im confused and i dont find the way to contact them correctly.

NEVER close a case until YOU are satisfied with the resolution.  Once closed, you have no more leverage.

Even though you want to keep the light bulbs that arrived in good working order and just get money back for the bulb(s) that were broken, it sounds like the seller does not want to do a partial refund.

 

Tell seller the only alternative to what you suggest is to do a complete return for a full refund, and make sure seller understands that they will be on the hook for original shipping plus the cost of return shipping, since it's a Significantly Not As Described (SNAD) case.
