I purchased an item that was shipped USPS and it appears lost. Tracking shows that it was dropped off at a post office 18 days ago, last scanned 17 days ago when it departed. The only update since was 13 days ago that it is “In Transit, arriving late”. I contacted the seller who initiated a lost package claim. I’m hoping that it just shows up but how long should I wait to ask for a refund? Just wondering if it is best to wait for USPS to respond or if I should file something from eBay before. Thanks

You can file an "Item Not Received" claim with eBay anytime after the expected delivery date, but no later than 30 days after the expected delivery date. A lost package claim can take a loooooooooong time ... the last one I filed took about 90 days before they closed it without finding it.
If it has been "lost" for 17 days, and it is past the expected delivery date, I would recommend filing an Item Not Received claim right now.
If you should get the package delivered after your refund, you can always resend your payment to the seller via PayPal.

Don't wait for USPS to respond. I just received an email alert a couple of days ago from USPS concerning a package that was lost in early March.
Check your latest estimated delivery date. You are allowed to file an "Item Not Received" (INR) the following day. You have only thirty days from that last estimated delivery date to file the INR, so don't wait too long. It's not your seller's fault, of course, but s/he needs to refund your total cost. Hopefully, your seller had insurance so they can make a claim to be reimbursed from USPS, but your refund is contingent on that reimbursement.
Keep in mind that if the package ever shows up, you can reimburse your seller via PayPal.
