On eBay you cannot. On pirateship you can. Pirate ship is a free service but you do pay for your postage either with a credit card debit card or PayPal.

Go to usps.com or a third party like pirateship.com @larrythelister .

USPS.com will give you the online discounted rates.

Pirate will give you discounted rates for both USPS and UPS.

You cannot print a shipping label on eBay in the absence of a related purchase.

However, you can create a shipping label on PayPal without a related purchase, if you already have a PayPal account.
