Hello,
I have purchased a pendant as a Christmas gift back in December, but I didn't receive it. So, I contacted the seller and he was very nice and said he will reship it the next day.
Corona happened, the borders closed and delivery was impacted!!
So I waited. Operations resumed in May and was hoping by that time I will get it, (since I have already received many items I have purchased on ebay from other sellers during the pandemic, which means the post office is working and so is the delivery) except I haven't received my pendant from this seller.
So now, I tried to contact him again to ask for a refund this time, because it's been more than 7 months and still no pendant, but he is not answering and the listing was removed!!
What should I do? I can't find a way to ask ebay to step in!! Can anyone help?

Usually, when you're still involved in a transaction with the seller, you can send your email address.
But now that that has long expired, send your email address to your seller as a screenshot instead.

@h.greene908 I am sorry to say but you waited too long for help. Ebay's refund policy for items that are not received is 30 days from the last estimated delivery date stated in your purchase history.
Paypals buyer protection is 180 days from date of purchase.
You can try your bank or credit card to see if it's too late for help there.

I know it's been too long, but I waited because items usually get here in over 30 days some even take more than 45 days in normal conditions. I waited that time the first time when I didn't receive the item then I contacted the seller, that's when he said he will resend it, but right after the borders closed so I had to wait until they started authorizing mail again and then see if I will get it!!
I made my purchase through paypal, so I guess that's gone too.
Besides, ebay say to work it out with the seller first and then they'll step in.
I mean with what's been going on, other sites extended their buyers protection, why ebay didn't?

They did extend their return policy https://community.ebay.com/t5/Announcements/Temporary-changes-to-timelines-for-Returns-and-Claims-du...
I don't know of any internet site that extended their return policy OR not received policy to 9 months. Paypal is the only 6-month option but that is their normal policy which is very generous.

Today the seller kindly offered to refund me through paypal "by payment paragraph" but I can't send him the address, ebay won't allow it.
