On Jan 19 I purchased a 4 pack of coin cell batteries for $3.99 and seller sent me an email that it was shipped on Jan 22 via USPS First Class Mail. But seller did not provide a tracking number. Estimated delivery was Jan 28 but there is no tracking number in My Ebay. Seller probably did not pay for tracking because when I login into my USPS.com account, the package is not shown. Should I file an INR in resolution center or wait?

If they were just sent in a letter size envelope there is no tracking.Sellers are not required to mark as shipped,use or share tracking or communicate just ship as described(it's good business but not required...).
You can file now if you wish

Since I do not know where you or your seller are located, USPS suspended service for a few days on several states.
For that reason, wait a couple days, if nothing shows up, then file a INR.

If the item was not received within the estimated delivery dates listed on your ‘Order Details’ page, you can open an 'Item Not Received' case the day AFTER the last estimated date.
As stated already, keep in mind the weather conditions for certain states that stopped USPS deliveries.
