if we can file a missing claim of a Ground Advantage towards usps

I have a plain package to TN and it lost tracking after GA center. At first it shows "transit to next facility and running late" but there is no tracking after Feb. 26th. Now it is about 10 days. It happened to me before (normally around holiday season) but I always got daily updates of "running late message" until it was delivered. I doubt if the package is lost and the buyer has contacted me for the situation. I have following questions regarding the my next movement:

 

1. Can I file a claim for lost ground advantage package? I remember in the claim form, there is no place to put an advantage ground in. What should l do?

2. How long should I wait to file a claim?

3. I found on eBay's buying label page, it states "Your package is covered against loss or damage of up to $XXX (which seems to be the item price the buyer paid and shipping excluded)". But there are two checking box underneath: one is "Additional liability coverage (from $1.70)" and one is "Require Signature at delivery ($3.70)。 Do I need to buy one of these to be qualified to file a claim?

Ground Advantage automatically includes insurance coverage up to $100.  The eBay reference to additional insurance is relevant only for packages with a value over $100. You can file your claim for a lost package up to 60 days after you purchased the postage.

No, just the price of the item.


That is not correct.  For claims of lost packages, USPS does reimburse for the postage cost. They do not reimburse for postage when a package is damaged. You can read their policy here (section 5.4):

Thank you so much for the additional information. I am making the claim for this case. However, at the Amount requested, it still states "request amount excluding postage/shipping".  What should l I do? Any advice? 

 

I have fully refunded the buyer. If I put the amount including the shipping, would I get rejected and the case will be permanently closed?  I am a bit uncertain when deal with USPS due to my past unsuccessful case. I appreciate if you can give any advice.

 

(I do realize, even I get it approved, I still lost the shipping expense I paid. )

 In cases of lost packages, USPS will automatically refund the postage cost, so there's no need to include the postage amount in your claim. See section 5.4 here:

However, if the claim is for a damaged item, USPS will not compensate for the postage cost.

Yes,I have read that. But on their "File a Claim" page, there is no such thing been stated. Also, this is a Ground Advantage case.

Do you think the local post office would help file the claim correctly?
