I do not want refund I bougt the item no 383493537833 that is amazon firestick 4k ,I bought two for $ 23.18.the seller and ebay confirmed the order and receipt of the payment as well.now they are not giving me the items.telling me they take off the li8sting.now that item is expensive from other sellers.so what should I do.looking for help.planning to file complaint to the law enforcement authorities.

Sure I guess u could file a complaint but my guess is u actually have no grounds nothing will come from it

The listing was removed, probably because a problem with the seller. It was probably a scam, as you mentioned that the price was way lower than other people. Filing a complaint with law enforcement won't do anything. You would have to find out who the seller was and sue for breach of contract, which would cost money and time. 

If I were I would move on and avoid purchasing items that have prices that are too good to be true.

I bet the seller is inexperienced and their item sold much lower than they expected and backed out. It's against ebay policy. Normally you could call ebay and just report the seller for doing this. It won't help your case with them... but it might prevent the seller from doing this to future buyers.

Since ebay isn't taking calls right now, just use the email link. It's actually MUCH quicker emailing than calling. If I were you, I'd report the seller. They give other sellers a bad name.
