i can't track my item, can i trust in the seller or ask refund?

I bought a item in 14/11/2017 with this track RB024808812MD and i cant track it in nowhere, there are no shipping time in my ebay. i asked the seller for some information and he doesnt know why the post office dont update the track... I emailed the sender post office and they said that shipping time to my Country is 15 days. But its been 30 days and the item did not arrive in my post office yet and the track is not working. I dont know what i do, need help to decide. The seller appear to be a good person, but i am in doubt if he really sent the item or it is post office problem.

If the latest delivery estimate has passed, file an item not received case in the resolution center. Do not agree to a replacement or to wait long for the item to arrive. Ask eBay to step in as soon as you can

File an Item Not Received complaint with eBay right now.

If you open a case and receive a refund then a few days later receive the product. Would you return it to the seller? I have had many packages travel without a scan and been delivered. The only way I know it's been delivered is through feedback.

Was your item shipped using eBay's Global Shipping Program?

 

What country was the package shipped from?

I asked the seller to prove that he sent the item before i ask refund. It has been 30 days... if he give me the proof i can wait for the item.

Moldavia Post office to Brazil Post office. Was shipped using Registered Mail (Economy International Shipping)
