This holiday season was the first time I have bought muliple items that got shipped by speedpak. My kids both are taking Japanese and Korean so they ask for items that are just impossible to get in my area let alone the US. I have bought 100's of items from Asia and yes it can be slow shipping but rarely are just stuck or service this bad.
My first speedpak item came within 2 weeks but it was repackaged? It said it was shipped from NY and had a USPS tracking number not the orginal spedpak number. It got it fine so I did not give it a second thought.
Now I have 3 more speedpak packages "out there". They all should have been delivered by now.
Package #1 has been sitting in CA since Nov 19
Packge #2 has been sitting in CA since Nov 20
Package #3 has been sitting in NY since Nov 30.
I contacted the 3 sellers and they all said it was a USPS issue. I spoke with our local post office and they said speedpak is tricky and until it gets past customs they really cant see it?
Do I file claims since the packages were suppose to be here a few weeks ago (I do not want to lose my window to get my money back). Do these packages sit and really get repacked and get usps tracking?
I understand delays but this speedpak seems like a mess. I am avioding it from now on.

File the item not received claims now. Ebay gives you thirty days from the estimated delivery date to file, Paypal gives you 180 days from the date of purchase.

What is the estimated delivery date? I don't think you should worry yet.
The last SpeedPAK I got left Shenzhen, China on 08 Nov 2018. It cleared US customs on 17 Nov 2018. It was delivered to me on 23 Nov 2018. So about 15 days total. But that was last month. The USPS seems a lot slower this month. I have been waiting for one package that was sent from California to Oregon on November 27. It arrived in Oregon, went back to California. Now it's still showing that it just left the Origin Facility for the second time. Is it really on the way? Who knows.
To answer your other questions, yes US Customs can open the packages and repack them. Yes, the item will show shipped from Inwood NY. Three shipping companies handle SpeedPAK. Orange Connex of China delivers the shipment from China to the US. WN Shipping USA of Inwood NY receives the item, clears it through customs and delivers it to the USPS to complete the delivery. WN Shipping provides no tracking. Orange Connex and the USPS do. It's a terrible inefficient system compared to just letting China Post deliver it to the USPS.

The packages latest delivery dates were Dec 2, Dec 5 and Dec 6. I bought all of these in October. I told my kids that if they wanted anything Anime or Japanese that they had to tell me by Oct 1 and then I ordered. I did not want any stress over ordering too late.
Ive had some weird US shipping tracking. I live in southern Utah which is a odd USPS area. My mail is postmarked 265 away in Provo and there is no 1 day shipping offered. I have noticed long delays from WA and NYC (not upstate just NYC) but at least after nights of item in transit scans I got the items.
I get about 25+ packages a day since my husband owns a business and little can be bought locally. This speedpak just does not follow any of the rules or patterns I have seen with an past shipping service.

Yeah, you had better open a case before it is too late. If I was to guess I would guess the problem was with the USPS. I'm going to have to do the same thing with my item that is 10 days late. The seller told me they would send another if I din't get it by last Friday. I decided to wait until Monday. But unless I see some significant movement in the tracking today, I'm going to have to ask them to sent another one.

Don't do that, the seller will string you along until you time out on when can open a claim thru eBay. In other words, what makes you think the that any reshipped item won't experience the same slow boat from China shipping. The closer you get to Christmas the less likely it will arrive "on time". The seller could say they shipped a replacement but actually didn't. But do what you want to do it is your money that is at risk.
The seller was too quick to blame the issue on USPS - the shipment would need to go thru US Customs and believe me you don't hurry the Custom folks.

Thanks but this is not a slow boat from China. It's a slow USPS truck from Southern California. The tracking shows that it was accepted by the post office in Walnut California on November 28th. Since then the Post Office has been jacking around with it, letting it sit for days, then when it finally gets to the destination they send it back to start the process over again.
This is the USPS's fault, not the seller. It is happening all over the country. There are many threads about it here. That is why I haven't asked the seller to reship it yet. It's not the seller's fault, but it is still frustrating none the less.

Update:
I got one of my speedpak packages , after 58 days.
The final 2 have sat in CA for over a month and it has been more then 60 days since they were shipped. I was given a refund. The seller said ebay pushed them to use speedpak? I told them I would be avoiding speedpak. Very disappointed that I bought 2 Christmas gifts in Early October to be safe and "speedpak" could not deliver in under 60 days?
This is how my refunded package sits right now.

I have seen posts on these boards that the USPS treats SpeedPak items like second class stuff. {IF Speedpak is getting discounts like China Post packages get, I don't blame them} As such, with the heavy holiday loads, they maybe ignoring the SpeedPak stuff and only working it in as they "have time."
I'd be cognizant of the times frame to file an INR claim. If you get a refund, AND item eventually arrives, one can send a payment to the seller through paypal to make it right/fair. But if you faff around and miss the window for INR, the options get more messy.
