how to create return shipping label without any case

i want to create a return shipping label for an order in which i have sent one extra item to the customer along with the purchased item. now the required item has been delieverd to the customer so i can not cancel the order and make a return shipping label. neither refund case can solve this issue
can someone guide me in all this matter that how can i create a return label for the customer in which the label payment will be done by me so he can postage back the extra item?

Create a label with your address as both sender and receiver (it's all you can do), be sure to change the "shipping from" zipcode to the buyer's zipcode to produce correct shipping charge and mailing from origin, be sure to use correct weight and dimensions for however the buyer will be packing it to return, set the mailing date as far forward as you can*, and print the label to a PDF file which you can then email to the buyer as an attachment, or print it out and physically mail the label to the buyer.
*USPS can get fussy about stale labels. Rare, but happens. If you create a label with tomorrows date, but physically mail the label to the buyer and then he dawdles, the label could be 5 days "stale" and a fussy USPS worker could reject it. Thus the advice to set the date as far forward in the future as the PayPal label flow will permit WITHOUT going beyond when the buyer might use the label. ie: don't set it 3 days in advance if you are going to email the label and the buyer is going to mail it tomorrow (because it will get used before it becomes valid in that case). Strike a balance. (I think you only get 2 or 3 days ahead anyway)

"Print another label" from the manage shipping labels page...just flip the to and from, save as PDF email to buyer.

If you print another label from eBay, reversing the addresses, eBay will record it as a late shipment.

If you print another label via eBay label flow, you change the "shipping from" zipcode from yours to the buyer's using the "change" link on the "ship from address". You don't change your address there, just the "ship from a different zipcode" value on that dialog (and after this label you need to change it back the next time you print a label - it sticks and your labels will be all wrong if you forget to change it back)
That is one of the reasons why using eBay labels for this is non-optimal. Another is that a second tracking number will be added to the eBay sale - which CAN cause problems depending on what happens (late shipment metrics dings because that new tracking number resets things, etc).
I think a PayPal label is a better way to go for those reasons. You just enter your address as the ship to address, select other for the "Origination Zip Code" and enter the buyer's zip in that box, and good to go.
Possible minor downside to PayPal vs eBay labels is that if you are eBay Top rated Seller (TRS) you get a miniscule 3% or so discount for some Priority Mail labels that you don't get when using PayPal labels. If not TRS or not shipping Priority Mail, cost is the same.

It is fine to have your address as both the ship from and the ship to address for a return. All you need to change is the "shipping from" zipcode to the buyer's zipcode so that the proper postage is computed, and the proper zipcode is embedded (hidden) in the label barcode as the originating zip.
Post office doesn't care about the ship from address - only the originating zipcode.

Depends on your clerk if it is getting dropped at the counter.
Priority has to have a "from" filled out unlkess they recently changed the rules.

The "from" would be filled out. It would be the seller's address, and where the item would be returned if a problem occurs. Return address really doesn't matter - the label was created by a "known mailer", and under normal circumstances could be a seller's other return address, etc.
And yes, Priority and a long list of other mail pieces outlined in DMM 602.1.5.3 do "require" a return address.
DMM 602.1.5 pretty much just says:
1.5.1 Purpose for Return Address
The return address tells the USPS where the sender of a mailpiece wants it returned if the piece cannot be delivered.
I didn't open the "particular clerk" can of worms - that can happen for any package or piece of mail shipped like a 15oz FCP with a commercial label on it "'cause it's over 13oz"
