You would put if front and center that signature is required. Is the item over $750 in value, then it would be part of the sale anyway.
Mostly unless the item is high priced, would be a pain for any buyer to have to be around to sign for something. What is it?

You do the listing like any other listing and I'd put signature will be required at the start of your description.
When you buy your shipping label is when you add signature confirmation.

The cost of a signature would be part of a handling cost under your business policies to cover your shipping. I use that for insurance on higher priced items. There is no service you can offer that requires a signature as a normal base function.

I think most do. What is the item and what do you expect to be charging for it? Ebay does not require Signature Confirmation on sales of less than $750. Below that price it does not give you any more protection than what Delivery Confirmation is giving you for free. Sales above that must have SC to keep the seller protection against an Item Not Received claim.

Now that you mention it I am pretty certain that Ebay Standard Envelope would not/could not offer it because carriers cannot scan those mailings anyway. Of course ESE is only for shipments of $20 or less in the first place.
I see on the Usps website that it now costs $4.55 over the counter or $3.70 on-line - in addition to the postage cost - so I would not use it for sales where Ebay would not require it.
