A buyer in another country bought 3 separate items from me and has requested that I merge the items into one package to save shipping costs. This was sold through the Global Shipping Program. How do I do this without creating confusion?

The GSP doesn't support combined shipping, so the answer is "you can't".

GSP DOES support combined shipping, just not after the fact. After a buyer we had paid, there is no way for you to combine. If you have flat rate shipping enabled on your items, the process is automatic, as long as the buyer pays in one transaction.
If not, the only way to combine is to have the order cancelled, then have the buyer pay for all items at once, as long as there is combined shipping enabled.

When you state that the GSP DOES support combined shipping, just not after the fact, does that mean "not after the purchase is made"? Can you explain further because this is new to me.

it really cant be done............GSP is not well suited for strong buyers of multiple items
the entire premise of GSP is bulit upon extracting the maximum amount of money from each sale from the buyers
Pitney Bowes is compensated for adding all the taxes it can muster

Have the buyer add your items to the shopping cart and then pay from there because sometimes GSP WILL combine similar items like books and records when the buyer checks out.

Yes, sometimes, i guess depending on the country the buyer is in because it's not available to all countries. But combining in GSP has happened after the end of auction. Seen a few discussions about it before.

I regularly have orders of multiple items through GSP. The trick is that you must have combined (I’m on flat rate) shipping enabled, and buyer must pay for all items in one transaction. Not every buyer wants this - combining can push the value above a customs hit.

I have never used GSP but from what I have heard the offical word is its not supposed to happen
I am sure some have managed to make it happen..........when theres a will theres a way

From some follow on reading - looks like there might be a limitation with multiple categories. I’m usually selling in one master category, so I haven’t run into this problem, if it still exists.

yes, just "sometimes". ebay is here for ebay to make money, not ever to the advantage of the seller...or buyer for that matter.
