hold shipping?

Hi everyone!

Last week I bought 3 items, from 3 different sellers, I paid for the 3 items together using paypal, 

2 Sellers have already sent the items, and 1 item has arrived.

But the third item has not been shipped yet, I asked the seller, and he only replied me with the following message:

"PayPal send me a note to hold shipping thx"

What does it mean? 

I asked the seller, but I got no more replies, 

What should I do? It appears that the transaction was completed looking at the details in paypal, what could be the problem?

Paypal is checking you out, making sure you are legit.
