fraudulent returns

a buyer never paid for an item so i filed a non paying bidder alert.  he never responded so ebay refunded my final value fees. Then the buyer asked how to pay for the item I told him thatit  was relisted and sold to another eBay member. I told him it was not available and today he sent a message saying he was returning the item and i am confused i never sent him anything to return. so is he trying to get a refund of money he never paid

Once eBay credits your FV fees, the transaction is out of your hands. Definitely report this buyer for not paying, as well as adding them do your blocked bidder list so they cannot buy from you again. You're not obligated to reply to them any further.  As far as them saying they're going to return the item when you did not ship it-I've had something similar before but they contacted the wrong seller.
