For FOURTEEN (14) days now, ebay's system has not been able to create a USPS scan sheet for the shipments going to non-US addresses, so the labels have to be printed individually and I have to get the USPS carrier to scan each one individually (16 packages one day, 13 another, etc), which slows down everyone in the process, and at the holiday season to boot. I do not and will not use the ebay Global Shipping Program, what I've done successfully for the past 19+ years on ebay should work just fine. I've called ebay almost every day to report this and each time except once, the person on the other end of the phone says it's the first they've heard of the problem. TWELVE times in the past FOURTEEN days I've called, ELEVEN different people saying the same thing, no one has heard of it happening, it's only happening to me apparently, but that is impossible. And one day, it wouldn't put one of the domestic customers on a scan sheet until I tried it for the sixth time in three hours, then it worked. What is going on, and why can't the ebay tech people get this fixed? How many other people are affected? The same thing happened about six months ago and I called in to report it, and ebay had it fixed the next day. This time, no one in whichever department fixes these things is doing their job. What is going on? FOURTEEN DAYS and the shipping is stil not fixed??
Are you kidding me? I am sending a letter via USPS Express Mail to ebay's president this afternoon. Maybe they care.

It's not just the international labels.
Myself and another seller that I know BOTH are having issues even getting the label screen to show up, let alone print the scan form, etc. and today I shipped 3 items out without it because it refused to even be an option and also ran into the same international problem you did with a second batch of shipments. Total craziness and no fixes nor help, which is apparently eBay's MO.
