Lately I’ve gotten burned a few times with customers submitting item not received claims. I deal mainly with low end trading cards so people want cheap shipping. I know my item was shipped. I just cannot prove it because there is zero tracking information to give the customer. I guess just accept the refund and open a dispute after?

Another seller tracked this down, and there is a problem and a workaround you can manually do but that doesn't update eBay tracking. https://community.ebay.com/t5/Shipping/eBay-Standard-Envelope-Tracking-Not-Updating-Issues-amp-Solut...

eBay posted an announcement here.
"We are aware of an issue with eBay Standard Envelope shipments not displaying tracking events on eBay. We are working to resolve this issue and are in the process of updating the display of tracking events for the impacted shipments.
If your shipment is impacted and you have an Item Not Received claim due to this issue, your item will be eligible for the included shipment protection. Additionally, eBay will automatically protect your service metrics for Item Not Received cases."
