A customer from Puerto Rico purchased a card listed with eBay standard envelope shipping cost. Went to print postage and eBay standard envelope was not an option. Everything in listing was correct. So I quess you can't use eBay standard envelope to ship to Alaska/Hawaii , US APO/FPO , or US Protectorates????
Ebay terms just said : This Service is meant only for Parcels shipped from and delivered to locations within the United States. Should have said 48 United States.

The following countries are considered as US Protectorates: Puerto Rico, US Virgin Islands, US Minor Outlying Islands, Guam, American Samoa and Northern Mariana Islands.

You could be right about the protectorates but I would be surprised if they weren't allowed to be used to Hawaii and Alaska. Just out of curiosity, when you look at the buyer's address is the country listed as USA or as PR? If it is PR that's probably the problem because then the transaction is considered international. If they use PR as the state and US as the country, then it would be a domestic transaction.

Does eBay read these community forum posts?
I have had two buyers from Puerto Rico purchase and select eBay Standard Rate and I had to ship first class. I lost money on both transactions.
Can eBay please step in and disallow the buyers from selecting eBay Standard Envelope for addresses that won't allow it? (ex. Country = Puerto Rico)
Another situation... the eBay Standard Envelope is only good for up to $20 items but there is nothing in place to protect a seller when a buyer buys multiple items that combine to > $20.
How about the buyer who buys (3) $7 for $21 combined and selects the eBay Standard Envelope. But, the seller now has to ship First Class! Lost money on shipping on those cases too.
Any way to prevent that?

At that point it would be cheaper to do 3 individual Standard Envelope shipments than combining shipping. Just don't combine shipping.
As for the original question, I'm having the same issue, which is ridiculous. You might be able to create an exclusion list for shipping to PR on your listings. I'll be shipping mine with a forever stamp and hoping the customer is honest.

I just tried it for mine and can confirm: at the bottom of your listing template, click "shipping exclusions" and check the box for US protectorates.

This must have been updated or corrected on Ebay's side since your original posting... I sell sports cards, and recall having one buyer from Puerto Rico.. I was concerned at first when i saw this, but to my surprise, I had no issues using eBay Standard Envelope shipping rate of .71 cents to send my buyer's card to him at his PR address. Just FYI....

I just tried it, same problem, won' t let me purchase ebay standard envelope, Ebay must have changed back.

Just to add to the bonfire. I have a current buyer for Yu-Gi-Oh! cards and it allowed me to select Standard Envelope as the shipping option but when I go to purchase the label it says,
"Something went wrong and we were not able to generate the label."
This is terrible.

eBay likes to pretend Puerto Rico is a foreign country so they can charge higher fees.
