eBay return label not generating for buyer

I'm not sure if this ony happens to our ebay account, but please post here if you are experiencing the same problem.

We offer 30 day free return on all of our listings, and when buyer request return we usually purchase a return label via ebay since it's suppose to be the most convenient method to issue a return label to buyer. However, starting November 2018 we've had numerous buyers complained that when they tried to access the return label provided by ebay, it just shows an error page, that they were not able to access the label or download the label.

At first, we thought it was just a temporary glitch and it will be fixed timely. We had contacted ebay and they just told us to purchase another label from third party to upload to message with buyer, and that the ebay label won't actually be charged if it didnt get used. Just like all the other ongoing disappointments and problems that never get address by ebay, this problem continued on. Since Nov last year till July this year, we have experienced probably 30-40 buyers with this situation and had to purchase another return label for them from Shipstation instead. Some buyers even message us furiously assuming that we are trying scam them out of the 30 day free return policy by sending them a label that wont generate. 

We have also contacted Seller Concierge services by phone, open seller support cases by writing messages numerous times over the year. We had even asked to escalate the case to supervisors to get them to fix this problem.  Everytime the answer is the same, that they are working on it, and that it has not been completely fix because different buyers uses various type of web browsers so it's hard to make the page load for everybody. REALLY EBAY? How hard is it for a eCommerce giant, who rely completely on web pages to make sales, to make sure a return label page loads for all kinds of browsers that buyers use?

Ebay should stop ignoring us sellers, especially when we are reporting fundamental problems that are crucial for both sellers and Ebay to thrive together. Discussion moderators, please reflect this problem to the decision makers in ebay to address this issue.
