In many places such as apartment buildings with concierge/doorman, townhouse complexes with a management office, freight forwarders, buildings with mailrooms, etc USPS will deliver to the building's mail "agent" and this has always registered a "delivered" status on the eBay orders page.
That is it used to until about 2-1/2 months ago. Now those orders are stuck as "shipped" as the system is not recognizing that packages were delivered. When you click the tracking pop-up it's stuck at "it's on its way to the buyer" and "was scheduled" for delivery on X date.
I've reported the issue multiple times, but I'm wondering if others here are seeing the same problem?

Update, but not on the one from February 6 - it STILL says "Delivered to Agent for Final Delivery". So, I have 2 (including the February one) that went to Freight Forwarders in Portland, OR.
Today, the 2nd one still says DTAFFD, see the pic. But... I got a positive feedback from the overseas buyer. So it was obviously delivered - right?!!
I don't think either one is going to change to actually "DELIVERED".

Hey devon@ebay. As the delivery status still isn't fixed, what should sellers do when their funds are on hold as a result?
What advice should be given to @coloradogoldnuggets that posted in another thread:

Hey @wastingtime101! I was able to get an update and this is what was shared:
“We were able to confirm with the Shipping team that there is a systems issue preventing status from showing as ‘Delivered’ for these shipments. Our team is working on correcting the issue, and we’ll update you once resolution is complete. Please know that sellers are protected as we do consider ‘Delivered to Agent for Final Delivery’ as delivered for INR claim adjudication.”

You're registered in Philippines @wickedblackmantra01 so I'm assuming you had the package shipped to a freight forwarder. If that's the case then they would have just received your shipment yesterday and may or may not have forwarded it to you yet. It will take time for the shipment to move from the forwarder to you.
You need to speak with your freight forwarder and if the package doesn't arrive, address any claims with the forwarder. When you have a package reshipped through a forwarder you do not have any coverage through eBay for claims of non receipt or damage.
On the other hand, if you have moved and are physically located in Florida then you should call your local USPS office and/or speak with your mail carrier directly.

While I appreciate being protected in the aftermath, overall it'd be nice if this issue was resolved earlier on by just avoiding it altogether with a "delivered" status. I hope ebay and developers agree.
Currently dealing with these issues (that continue to rise and pile up) with a "damage control solution" requires more man power to deal with both on the seller's and ebay CS' end. It wastes more time and labor costs on ebay's end creating busy work. Let's try to not bleed anymore money thus increasing rates and PL costs to cover.

I see this is a known issue and is being worked on (for many months) but I'm going to pile on. I shipped two packages that are stuck in Delivered to Agent purgatory. I verified that USPS delivered them to the same ZIP Code as the buyers. I've sent messages to both buyers to verify they received the packages and they haven't responded. I'm a new seller on eBay and have spent more time worrying over these two shipments. I did everything right on my end to make sure the items were packaged safely and shipped quickly. How long will eBay hold on to my proceeds!

You are new seller and ebay holds your funds even after delivery.
I can tell you right now that you are violating ebay policy by selling USED perfumes. Used [perfumes are not allowed to be sold on ebay.
Using the NEW without box to try to get around the policy is just asking for more trouble.
That could also get ebay to hold your funds longer.
