The users address reflects on account, but not on printed label, so shipment being returned by Post Office. PITA!!! I cannot get human eBay help!!!

I've had parcels delivered from overseas that did not have the country. Just the city and postal code.
Most postal workers are literate. It's practically a prerequisite for the job.

In theory I would expect a package with my Zip+ 6 to be delivered even without the city, or state printed on it.

Yes, one would expect that. It could be because of the automated equipment. When the state was not printed out, the bar code may not have had it either, so the package was kicked back because of incomplete address.

Is that part of the new DeJoy version of the USPS?
There used to be a Dead Letter Office (it changed its name by the mid-20th century) where letters with difficult addresses went to be manually corrected.
I used to see it in action when we were sending out philatelic auction catalogues.
Because our customers were stamp collectors we put stamps on the envelopes rather than labels.
And then asked politely if Canada Post would hand stamp them because: collectors.
The Dead Letter Office did this.
The personnel varied. They were mostly workers who were back from sick leave but not quite ready to take on their full duties (it's a very very physical job). So they would spend their days deciphering addresses - sometimes including items that had made it from China or Russian without using the Roman alphabet.
Hand stamping our catalogues and looking at all the pretty older stamps was actually welcomed.
