eBay Standard Envelope

Has anyone else had continuing problems with eBay Standard Envelope not allowing use for stamps under a total of $20, and less than 10 - in my case its been 1.  So instead of being 57¢ it only allows First Class for  $3.86.  This has been happening for 6 months or more now, and there has not been any resolution.  Customer service just keeps sending tickets to IT.

I do not do standard envelope, so I have not followed them to see if eBay has acknowledged that they are aware.
