Only certain categories qualify to use that shipping method. Someone will be along soon with a link to those categories.

Matchbooks are NOT a coin, post card, trading card, or a stamp so it does not qualify.

...if the volume (thickness) of your envelope is 1 inch and unbendable then it will be considered as a small package and, USPS will charge you First-Class Package Rate for that envelope or a case of Postage Due will occur...your buyer won't be happy and refuses when Mail Carrier attempts to collect Postage Due at time of delivery...due to COVID-19 restriction in less contacting in public, postman can return your envelope back to you without attempting to collect money from receiver, but you still have to pay for that Postage Due when getting back your mail or it will be placed in Dead Mail bin and you can kiss a farewell to it forever...

I’m having that problem too only with coins. #10 envelope, 2oz, try to set it for 0.25 thickness, when checked again it reverts to 1” thickness.
No option for “eBay’s standard envelope”, closest to it is economy, standard or 1st class.
It used to be there but not anymore. If I choose economy or standard will I have the option when sold, for eBays standard envelope price?

Seems pretty foolish to not include ALL items that would qualify. One very large matchbook cover seller has simply moved his entire inventory over to the Postcard category so that he can qualify. Not only does he have the ability to ship with tracking (something that's critical these days), he is also able to get the 10% discount on his fees because he meets the criteria for the top seller status.
This is blatantly unfair to those of us who sell in the category. Either NO ONE should be able to list outside their proper category so they can qualify for benefits others who follow the rules don't get, OR eBay should be smart about this and allow the sellers in the category to ship via this method. Matchbook covers are smaller in most cases and lighter in all cases than postcards, baseball cards or coins. There is no reason why the category shouldn't be included.
