Like some other sellers here, my eBay Standard Envelopes tend to zip through USPS without issue, scanned end-to-end 99% of the time. I attribute my success with the service primarily to appropriate packing.
Recently a buyer expressed real concern over one of my ESE packages. They got a delivery alert in the morning and the scan was in a different city; they thought I mis-labeled their package. I had more in stock and the buyer purchased another before contacting me because they wanted to make sure they'd get the item if the first package was irretrievable.
I explained to the buyer how ESE gets scanned by sorting machinery, and the delivered scan occurred at the closest hub to their city. Said they'd probably get their package the next day, but if it didn't turn up by the end of the week to let me know and I'd take care of it.
Later that day the buyer messaged me to say their mail was delivered and there was the ESE they were waiting for, and they wanted me to ship the second order instead of canceling it because they liked the item and were happy with my service.
Thank you confusing ESE delivery scan for giving me a great customer service opportunity and generating another repeat customer. Love my repeat customers. 😁

Somehow as I set he listing decals, the ebay envelope option has disappeared, tried numerous work around combinations, and cats...still nothing...proper specs enter 11x6x1 2oz.

Can you post a screenshot of the shipping section of the listing form @quicksilverdiecast where ESE is not appearing?
You definitely set 2 oz as weight and not 2 lb in error?

Can you also show the weight/dim on that listing form?
I'm definitely seeing fewer services on the list in your screenshot than I'm seeing under "standard services" on my end.
Did you try typing standard envelope in the search bar at the top of the list of services?

Not entirely sure what you're saying there, but this is my advice:
Make sure weight and dimensions are accurate. If ESE is not appearing on the list, use a flat rate and choose the generic "Standard Shipping" as the service. Do not offer Ground Adv unless you plan to ship with that service.

Are your decals are listed in a category not eligible for ESE; Toys & Hobbies> Models & Kits> Automotive? Don't know as I don't sell in that category

The category is eligible. Kind of irrelevant though as eBay restricts ESE based on category at label purchase stage, not at listing stage. A seller could actually offer ESE for a set of dishes on the listing then get blocked from buying an ESE label once the dishes sell.

Interesting and I've often wondered what makes a listing eligible for ESE in some categories. In this case "Models & Kits" doesn't sound like something that could be shipped ESE.
So my question, is the word "decals" in the listing title being read by the bots and makes the listing eligible?
I think I've found this to be true with military patches I've sold, some listed in general Militaria categories with no mention of patches but the word "patches" in the title and ESE option available when buying a label

No. It's entirely category-dependent plus value, weight/dim, and physical package requirements.
eBay made the category eligible because sellers had a lot of decals/stickers listed in that category - which makes sense for automotive models/kits.
