How would one report a bad batch of eBay Standard Envelope labels? I know I saw a community post where a eBay employee stated sellers are protected from a label issue around June 23-27th+, but that is simply not true. eBay is allowing buyer cases to immediately be seller refunded. (which I understand if tracking doesn't show I shipped it makes sense.. but if eBay/USPS had a known glitch with labels/tracking why should they not be covering at least the labels being refunded).
Although this isn't exactly the issue where a label was printed then instantly showed as delivered (or is it and therefore eBay hid all of the tracking to avoid confusion?), there was a known glitch and eBay sold me bad batches of labels where USPS literally show zero scans.
I know this is not an issue where maybe my printer failed to print the labels because there are serial numbered cards in the batch where my inventory proves I shipped those cards. It's entire batches of labels printed generally on the 25th/26th that we've had the issue with USPS either not being able to scan at all or for whatever reason is not displaying the info. It's been over 2 weeks and ZERO have been returned to sender. "A few" (out of over 200) buyers have left positive and received even with zero tracking, but I honestly don't believe every single buyer without tracking is lying that they have not received the order.
Usually you can void/refund "unused" labels, but that's not the case with eBay Standard Envelopes. If eBay was selling defective labels, I feel they should at least refund all the postage! They clearly know they had an ESE label issue.

The topic from the pinned post has precisely zero to do with eBay Standard Envelope (ESE) - it was exclusive to package services (Ground Adv, Priority, etc).
Why do you believe the ESE labels to be defective? Not getting any scans does not mean there was a problem with the labels. It just means they weren't scanned.
Maybe USPS lost the batch, maybe the labels were damaged en route, maybe the envelopes were packed too stiff and kicked out as non-machinable, maybe the printer ink was too light - there are many possibilities.
The bottom line is if the buyer files a non-receipt claim and you don't have tracking to prove delivery, then you refund the buyer and file an insurance claim here. Don't refuse to refund or eBay will force it and you'll get defects for unresolved cases and your fees will be forfeit.

From what I learned here recently, eBay Standard Envelope shipping labels are not scanned in the traditional sense. The tracking information may show up once it goes through the initial sorting center. It may not though. The delivery scan, if there is one, will happen prior to the envelope actually being delivered.
An excerpt from this link states,
"eBay standard envelope shipments are protected in the case of loss or damage that occurs during transit. Each shipment includes up to $20 of shipment protection on single-item orders and up to $50 on combined orders. If your buyer claims items weren’t received or damaged in transit, we recommend you file a shipping protection plan claim."
I've shipped 4 of these over the past month. Two seemed to have tracking along the way. Two only had delivery scans. One buyer reached out when he saw the delivery scan and was upset because they did not see it. I informed him it should arrive within a day or two, and it did.

eBay standard envelopes are considered 'metered mail'.
'Junk mail' we get in the mail sometimes is 'metered mail' as an example.

ESE is sufficiently unreliable that it is hard to believe most sellers would notice if it failed to function more often than usual.
Most ESE problems are how the seller packages.
ESE is Letter Mail and must actually perform as a Letter will for it to work. That means it must meet the rigidity standard for letters and meet the size requirements as well.
Metered Mail can be Letter or Package Mail.
It is not surprising for a seller who has problems with ESE to have problems with many ESE shipments.
If you are shipping cards in top loaders, you can expect many delays or lost shipments with ESE.
