eBay Shipping: System unavailable. Please try again later!

This is not my first post on this subject and I have heard ever so many theories on why the eBay-PayPal-Pitney Bowes shipping shipping system gives the ever-so-annoying 'System unavailable. Please try again later!' error after finishing payment authorization in PayPal. This has been going on for months, if not years. It used to be that I could just go to USPS Click n Ship, but I no longer get any discount there, so I am paying not only a higher postage rate but also final value on the shipping. Any ideas on how to get this system to work as intended and actually generate mailing labels?

For regional A/B boxes in paypal, use a regular priority package and make the weight 2lbs and 4lbs respectively. This also works on Amazon. The rates are the same and you will not get the package returned. If you have a problem with the clerk, tell them to compare the rates.

Also, I notice I get this error almost every time if I change any shipping details in the label page. For example, the weight of the package. Browser doesn't matter as all browsers return this error.

Are you kidding me? It is 2018 and they still haven't fixed this? I just back into selling on ebay and little by little this error message gets more and more frequent. More than half of the time it takes me to pack and ship is retrying to print ebay labels after I get this message. One item I had to repeat 5-6 times to get it to print. They must not want to spend the money to update their system. How does ebay exect us to make more money for them if we waist some much time, energy, patience, etc...?

This has literally been going on for years, and I expect it never to get corrected.  I always have to go through the printing process only to get an error and then try again.  "Usually" it goes through on the second try.   What a waste of time....  Go ahead an report it to eBay, but that is a waste of time too....

That is incorrect.

The rate for USPS Regional B postage has been the same as the rate for 5 POUND zoned Priority Mail for at least a year or two, not 4 pound (which makes the Reg B nearly useless except in rare situations)
