I have a couple questions regarding eBay Delivery Services Shipping Label Fees that are shown on the detailed download for the monthly tax invoices.
On the May 16 - June 15th tax invoice, it shows two "eBay Delivery Services Shipping Label Fees". One for $20.00 on May 24th and for some reason another that shows up as from March 15th for $15.00.
In the order details for the order on May 24th it shows that I paid $12.00 in shipping for the same order.
In the detailed tax invoice for March 16 - April 15th it shows that I paid $13.00 for the same item that shows up as $15.00 on the May invoice.
I do not believe the invoices show that I was refunded for any of the shipping charges.
Am I being charged twice to ship each international order? Or am I missing something?

You weren't charged when the labels were printed. eBay standard does not charge for the labels until they reach the processing center. If the costs are higher now than when you did the label, that could be because the measurements or weight are more than what you thought. Also, they do use dimensional weight so the measurements might have put the packages into a higher weight bracket.
I'm not sure about the tax details info but when you look at the order details, that should show what the buyer paid, not what you paid so if measurements weren't in the listing, the buyer may have paid less than the actual cost of the label.

Thanks for letting me know that they don't charge for shipping until it reaches the processing center.
I'm still not sure why it would require the additional $8.00 for shipping. It definitely wasn't because of a difference in weight or dimensions because I always ship using the same size box at the same weight for all of these products. The dimensional weight makes sense as a possibility, however the package dimensions and weight are always correct and saved in the product listings. I also always round up with the weight. For example, if the total package weight is 7.1oz, I enter 8oz.
In the order details on the May order for example it shows what the buyer paid and also supposedly what I paid. They are two different values. Both of the shipping costs shown in the order details are different (lower) than what is shown on the tax invoice. The tax invoice is the first place I've seen the additional shipping charges in question.
