The buyer has asked to change shipping methods from economy to first class saving him about $3.  How do I do that or does he do it from his end?

You would. Choose First Class Package when you print the label. Ditch the "Parcel Select" for all of your listings, it should only be used for heavier items and can only be purchased at the Post Office. Anything small and under 16 ounces can be shipped First Class Package.

If he has already purchased the item, then send him an invoice with an adjusted shipping cost. If he has already paid, then ship it First Class and send him a partial refund.

 

If he hasn't purchased yet, then revise the listing. I agree with the other post: If an item can shp at 16 ounces or less, just offer First Class.

 

Parcel Select Ground is only available online and it costs almost as much as Priority Mail.  eBay is phasing out access to Parcel Select postage because there are so many complaints about slow deliveries.

That is fine for some First Class shipping. But for lighter items which qualify for cheaper First Class envelope prices, eBay will NOT sell you a label at the lower price. [I found that out to my regret.]  If the buy wants, use USPS stamps and drop it in a mailbox or at the Post Office. No tracking number, no insurance; but you are able to mark the item on eBay as shipped.  Good alternative for trustworthy buyers.
