I bought an iPhone not labeled at icloud locked icloud locked. I messaged the seller and opened a return with ebay. I cancelled the return because i felt it was unfair to the seller so I cancelled it hoping i could reopen it later if the seller dosen't respond. He hasn't and i'm getting nervous so I decided i couldn't wait any longer and I wanted to open a final return case. I can't seem to get one and I don't know what to do. I also paid with a giftcard. Can I still get refunded or is it better to just resell it as a icloud locked device and move on?

You opened and closed the case, there are no more ebay cases you can open.
You could still file one with paypal, but return shipping is on you and the refund goes back to your original funding source. Most gift cards cant be refunded as far as I know.
It just might be easier to sell it yourself, you might even make some money on it, BUT, you being a new seller, unless you have another account, you will be a big target for every svammer on ebay.

Ebay suggests that you contact a seller first. If you don't get resolution, then you open a case. Once you close a case, you are done. Never close a case if the issue is not resolved.
You could open one with Paypal, but you pay return shipping.

After a very long process, I was able to get refunded and keep the item by filing through Pay-Pal
