buying a video game get scamed

Hi i bought a GTA V game for pc from a seller and he didnt send a game he sent me a stollen account with no game on it and when i opend a case on ebay he accepted the return but he wrote in description there's no return 
how its even possible to return something that can't be returned 
please i need help i got scamed and he dont answer me also i have no choice to ask ebay to step in

It sounds like you filed a Returns Request instead of an Item Not Received case.  If you filed the INR, the seller cannot provide a tracking number showed DELIVERED, so you should win the case.

Selling digital goods on eBay is prohibited unless it is a classified ad ... this is really an "Item Not Received" case rather than anything else.   And, without tracking, the seller would have to refund money.

• First file INR with eBay.
• If that isn't successful, file an INR with PayPal
• If that isn't successful, file a chargeback with your Credit/Debit card with the reason that an item was not received.

However, since you are in Morocco and the seller is in the United States, if you filed an Not as Described (Money Back Guarantee) claim with the seller, then he has to provide you with shipping funds to return the item ... which will likely be more than the cost of the item (Yes, I know there is nothing to return).

1. Calmly tell the seller that he has to pay for return shipping, and that shipping a trackable package from Morocco to the United States will cost $xxx.
2. Tell the seller that he needs to provide the funds to your PayPal account so that you can buy the shipping.
3. The seller will not, or will refuse.
4. Escalate the claim to eBay, telling eBay that the buyer refuses to provide return shipping.

To file an INR dispute, go here to PayPal:

After you file the INR dispute, go back immediately and click Escalate to PayPal, the second line from the bottom of this page:

Then go silent, and do not respond even if your seller contacts you. Just wait 11 days for your refund.

INR = Item Not Received

As others have stated, file the Item Not Received case in Paypal's Resolution Center.  Seller cannot provide a tracking number, so you should win the case.

There’s no buyer protection on digital goods if that’s what you bought. Those game accounts can’t even be sold.
If it’s a digital game you’re out of luck.

PayPal doesn’t refund digital purchases either if that’s what happened.
