I’m not sure I follow you. You want to arrange your own postage for what?
If you are a seller you can arrange shipping as you see fit for size and weight of the item.
If you’re a buyer, shipping isn’t negotiable. You pay for the shipping cost that is shown in the listing. Or you can message the seller and ask is if they are interested in your shipping arrangements, but they don’t have to comply.

You can buy shipping labels at the post office, for which you'll pay full retail. (Make sure you have tracking.)
You can buy shipping labels from USPS.com, goshippo, stamps.com or any one of a number of other shipping label services.
Or you can use postage stamps for the full shipping cost.
But why are you so averse to buying labels through ebay and getting a substantial discount vs. full retail?

If you want answers about specific types of postage, you would be best to post on the UK forum rather than her on the US forum. If you are a buyer, it really is up to the seller how they ship. Few sellers are willing to let buyers use their own shipping accounts as that can cause problems if their is a problem or delay with the shipment.

Some of us who sell cheap items(me) don't use tracking...for cheap items.
Some of us buy postage stamps as a lot of auctions below face value on eBay(me). I save a ton of money.

It is up to the Seller if they will allow you to use you own shipping. As a seller I have allowed buyer to use their own shipping. Sometimes someone may have access to their company contracted shipper that is way cheaper then I could ever offer.
I would think the sellers responsibility ends when the buyers coordinated shipper accepts item. This is sort of like using a re-shipper where the seller no longer has responsibility for the item.
