So chines companies get super low shipping rates when shipping items from China to the US due to subsidies from the US government as part of trade agreements. The items get shipped from china go through customs then get delivered by USPS. So my question is if you purchase a shipping label online from a Chinese shipping company and used a address in China for the senders address then the address of your buyer for the recipient. Then print the shipping label and give the package to your local post office would they then be obligated to deliver the item to your buyer despite the first scan of the package started in the US and not China?

That wouldn’t work. USPS would not be obligated to deliver the item. And they wouldn’t accept the package from you either. You realize you are trying to cheat USPS right?

No I read a article about how US lawmakers want to get rid of the program because it gives Chinese companies a unfair advantage. I just had a thought but that does not mean I would do it I was just wondering if it could work. I ship the items I sell using USPS First Class Package for items under 1 lbs and priority mail for items over 1 lbs. Since the buyer pays the shipping it makes no difference to me as I do not profit from the shipping cost. I was just curious if it would work. I have no interest is riping off my buyers or the post office just was curious if a loophole like that could work. Other than ripping of the post office if there was a problem with delivery the return address would go to China and not me.

Which I might add is a federal agency and any attempt to defraud them is a federal crime.

No it would not work since packages must have the correct postage for the location they are mailed from.
