Does anyone know why? It appears to be totally random which interface is used for each order.

The "old" design (referred to as the "classic" by eBay) is a more robust design that does not contain some of the bugs haunting the new one (e.g. an inability to print mailing labels for Puerto Rico if the buyer put "PR" in the country field).
Unfortunately it was apparently written by contract programmers or offshore resources that cannot be found or re-hired anymore, and the current people cannot figure out how to update the code, so they have been forced to make a clean-sheet do-over in order to incorporate certain updates required by carriers, in particular the USPS requirement that the Ship From ZIP designation must contain a full address, and not just the ZIP code from which the postage costs were calculated.
I'm kind of surprised that you are randomly being served the classic form, as I thought everyone was defaulting to the new one now. The classic remains accessible for emergencies, such as shipments to Puerto Rice with slightly inaccurate addresses. To find it, you go to the new shipping form first, then change the "new_label" phrase in your browser URL address line to "back_to_classic" instead.

Just curious, when did eBay make the switch to the new design? I do find the old one more flexible.

Oh, I know this one! It is new & improved! And as we can see, "new" is always better!
er, um, there is a rumor that the old shipping form was written in COBOL Language and no one living remembers how to code in that dinosaur anymore!

I travel around the US with my camper buying and selling items at flea markets. I list it on ebay as soon as I buy it. When the item sells, I pack and ship it out at the nearest post office(zip code). I do not have a permanent address in every one of these little towns! My item return address is always my home in FL. That little post office will not accept a package without it's zip code on it. I do not know what to do now.
