Why have shipping rates skyrocketed?

Most likely because it is the holiday season, more people shipping. Make up for all the slow periods.

plus pay for all the temporary workers they need to hire for the increased work load.

Actually shipping rates have not skyrocketed. Quite the opposite USPS lowered their rates and so did Fedex and UPS  has remained the same for over a year..

USPS did not decrease their rates; they implemented a "holiday surcharge," effective from October 3 until January 22.
