Why does best offer on disable ebay international shipping program?

Here is the item number: 255997535591

My item is listed as a buy it now. 

If I have best offer off, it will ship to other countries.

If I turn it on it to then only ships to the United States. 

Is there a reason for this? In both cases the new Ebay international program is still selected. Best offer on disables it

We can ask devon@ebay and international_shipping@ebay if EIS is intended to work that way, or if this is an error that needs to be fixed.
