You'll need to be more specific about what you are experiencing ... I'm able to list items with UPS shipping specified, but I purchase shipping labels through a UPS account (not through eBay).

OP question is ambiguous, but I'll toss in that quite a few years ago eBay switched from UPS as the preferred carrier to FedEx - whether over a falling out (UPS CEO beat eBay CEO on the golf course?), or because FedEx offered much better contract terms is unknown.

If that is what OP is alluding to then I don't know what to say - that change occurred in Oct 2012.
