Bought and paid for items 2weeks ago. Till now. Not shipped. No responses from seller. Tons of negative feedback for seller these few days.

You can go to Paypal right now and file an Item Not Received.

Click on the link at the bottom of this page for the Resolution Center and file a claim for "Item not received."

Tons of negative feedback this few days claiming they have been scam by the seller.
Btw the seller has deleted all his items for sale.
I can't make a claim. The estimated delivery time is march

I suppose you could call eBay Customer Service, point them to the information about the tumultuous account, and then request that the refund be made now.
Otherwise, unless eBay automatically refunds your purchase (because they notice a problem with the account), you'll need to wait until past the estimated delivery date to file an Item Not Received claim.

You can open and escalate a case at PayPal now @kittosoft if that's how you paid, before the estimated delivery date:
After opening the dispute, go back and Escalate to PayPal @ bottom of page. Wait 10 days, and you'll either get your item or a refund.

True, but PayPal has a 20 day "resolution period" before you can escalate the claim ... and that would put the refund out into March as well.
(eBay's resolution period is 3 days, if I recall).
