I need to know where to go to file a PayPal claim. (against eBay seller) I do not want to go througyh eBay. Just PayPal. Can someone give me a link, or do I go to my PayPal account to find it? It is not the resolution center on eBay correct?

Open your PP account - or just call them on the phone.

Just out of curiosity... Why are you trying to avoid eBay's MBG? Opening it first in eBay give you more chances to win. eBay, Paypal, Credit card. If you start at Paypal, you cannot go backwards.
