What's the purpose of this barcode

Ebay adds a second datamatrix barcode to the label that is exactly the same as the one inside the label.  What is it's purpose?  I've been cutting it off when i print my labels.

Labels I purchase through eBay all have the IMM (intelligent mail marix) barcode. Labels I purchase from stamps.com and pirateship.com don't yet have those barcodes, but I expect they will eventually.
