What is the best way to combine shipping cost?

I have a lot of HO scale items to sell. And I have been trying to figure out how to setup combined shipping. It seems to me that refunding the customer the excess cost is the easiest for me, but would be too confusing for the customer .
Is there a system that sellers use? Or does eBay have a system that sellers use?

If you are using calculated shipping you can set up combined shipping by weight. In your shipping preferences make sure that combined shipping and payments is turned on and then set up a combined shipping rule. Once the rule has been set up you have to associate your listings with that rule on the listing page.

Thanks. I did not know there was a shipping preferences.
But if I set it up to combine all weights. What if someone buys two items that I can't ship in one package?
There's too many unknowns about exactly how shipping preferences would work.
I just don't have the money or time to experiment around with it. I feel it would be a risk for a costly mistake since I do not know it fully.

If mulitple purchase are put into the Shopping Cart then the buyer can request a total from you. You adjust the shipping cost and send them the invoice. If they can not do this then you can relist all their items into one listing and have the shipping adjusted with the new listing.
