What happens when a seller doesn't ship and puts the same item up for auction again?

I won an auction on eBay.co.uk and paid for the item and shipping. The seller wanted more money for shipping. I explained that I only transfer funds through eBay since there is a money back guarantee. I informed eBay.co.uk and they said they would take steps to rectify the situation. I saw the seller's site empty, and figured that he went ahead with the shipment. Three weeks later his site is back up, and lo-and-behold he is auctioning the same item again!

After a gruesome three hours of run-arounds with "read this", "learn more", etc., I succeeded in having a chat session. I claimed that eBay.co.uk had to be aware of what was going on. I did not cancel the order, so that there is no way the seller could have put up for auction the item again.

I was told during the chat that I can only make a claim after the eta of January 21st had passed. But, the auction was set to have finished on January 14th, meaning that the item I bought would have been sold by that time--a second time. eBay was surely aware of this and did nothing to stop it or rectify the matter. What kind of guarantee is that?

what happens to the seller is this.they get a reputation for not goign thru with the auctions.after people keep on seeing the same 99 cent auctions again they figure the seller is a loser.

peope that fail to follow thru with an auction lose the faith of bidders.

how many times can you auction a rolex off for 1 dollar before people get suspicous.

some auctions will claim its relisted due to a non payer.the alternative is the buyer took back a busted watch  and is relisting it again

Sellers sometimes use Relist when they have a duplicate item.  eBay does not block relists. Bay has no way of knowing whether the relist is the one you bought vs a duplicate item.

Your option to file a claim for "Item not received" is based on the estimated delivery date. It is not connected to the seller's new listing for the item. e

"I did not cancel the order, so there is no way the seller  could have put up for auction the item again"

You're incorrect.

The seller has sole control of the item. If they decided they made a mistake on the shipping or item cost they can ask for money to ship but you can say no because you're only required to pay  the invoice.

If you don't pay what they ask they don't have to cancel before they relist. They should but they don't have to.

Looks like they've  decided to make you wait for a refund  by forcing you to use eBay for the refund. The window to open a case for a refund doesn't open until the expected delivery date.
