I bought a pair of shoes on Ebay from Bulgaria (I am in Uk) which costs me more than 500 pounds. However, when I receive them I found they are fake...Then I request for return and seller accepted but he said he did not know how to handle return label. He asked me to did that for him and will pay the postage for me. Therefore, I paid postage and chose a service without tracking(Royal email, international standard service). Now 12 days went on, the seller said he still dont receive the item, what should I do? How can I know if the shoes have arrived?

This is the ebay.com discussion board. Since you are a UK buyer, you might want to check the UK discussion boards to make sure procedures for ebay.co.uk are the same as they are for ebay.com (mainly North America).

In the ebay.com world, you'll lose your case and not receive your refund. You HAVE to be able to prove the seller received the return in order to get a refund, and the only way to do that is by returning the package with tracking.

For the future and according to US rules..I'm not certain that the UK rules are identical ........
If a seller is in another country and can't send you a return label, they are required to send you the money through Paypal so that you can purchase the label. If you tell them the amount required and they don't send it, you should get ebay involved. Once you've paid for the label yourself, there is no way for ebay to force the seller to refund you for it.
If the seller had asked you to return the item without tracking and had paid for the postage, then you wouldn't be required to prove delivery. But since you chose and purchased the postage, ebay may not be able to help you.

There is a new user agreement as of March 4 2019 but it does not say they have to use tracking. Tracking by Royal Mail is like $10 extra.
eBay announced that sellers in the UK must upload tracking information for orders in which they have used a tracking service – before the estimated delivery date has passed. Sending the tracking number to the buyer via email won’t protect sellers from claims.
eBay said it actually changed its UK User Agreement to accommodate the policy, noting that the changes take effect on March 4, 2019, for current sellers. (The changes are effective immediately for new sellers.)
Why is it making the change? According to the announcement, “We want to make selling and buying on eBay a fair process, so we’re updating our tracking policy.”
Sellers face serious consequences if buyers file an Item Not Received claim. eBay UK said complying with the new policy will allow it to protect sellers against such claims. “It also provides a better experience for buyers, they are less likely to open “Item not received” claims and it can save you and your business time if those cases do arise.”

They had the same update last year on .com. It just means that if the seller doesn't upload tracking by the delivery date they aren't covered if the buyer files an inr even if tracking shows the item was delivered.
- Starting September 10, 2018:
- You will be required to upload tracking in the structured data field before the estimated delivery date has passed.
From the UK site (shows that they do require delivery confirmation for sellers)
If a buyer doesn't receive their item, they're entitled to a refund unless you can provide tracking information showing that it was delivered.

Simply escalate your return request @weic-98 and let eBay take it from there. It's possible that you might get a better resolution than what you have now, once eBay reviews the details.
