How to set shipping in a multiple item listing

I have 18 of a fairly small item. I want to list it so that the buyer can choose how many they want, and then set the shipping price so that if they buy 1-9 items it costs $7.90 and 10-18 items costs $14.35. Is there a way to do that? I was using the "business tool" listing for multiple items, but couldn't find a way to set the shipping like that.

You'd have to do it with Combined shipping and Promo rules.

Should be able to do it by setting a flat shipping cost on the listing itself at $7.90 with $0.00 for each additional,

and then a Promotional rule of the form: "Buy 10 or more items and shipping is $14.35" on top of that .
