I ordered a DVD in october and I didn't get there by the estimated delivery time.
So I contacted the seller, who was very apologetic, and who told me that a new DVD had been shipped and that I would receive it within 15 days.
The problem is that the 15 days to receive to replacement DVD fell outside of eBay's buyer protection thing and now it's been a full month and I still haven't received neither the original DVD nor the replacement one.
I'm pretty sure I got scammed into paying for an non-existant product and then being asked to wait just long enough so that I wouldn't be able the leave a negative feedback nor get help from eBay.
What options do I have left to get reimbursed?

The "replacement" was probably a way to just string you along until it was outside of eBay's delivery window. If you paid using PayPal, file and item not received case there. If you paid using a credit card, contact your bank and do a charge back. Did you check the seller's feedback ? There are often warning signs. No one is going to ship a "replacement".
