Not an eBay sale but it could happen here.
I ordered a very expensive item from a store. They told me they were sending it FedEx with adult signature required and I have alerts set up for it. Estimated delivery was today, I got several alerts along the way, all saying adult signature required. I arranged my whole week to be here to sign for it, again, very expensive (for me anyway) item.
So this morning I got another alert it was on the truck, again warning Sig required. An hour later the FedEx guy threw it over the fence. Really irritated me. There was no notation on the package whatsoever about signature required so I was thinking it was the store that messed up. Now I have another alert that the package was delivered and signed for by C. Orchid. (My first initial and last name.)
So who did sign for it? The driver? And why is there no notation on the package about sig req? I'm the only one here today and I watched him throw it over the fence on my security camera. Does throwing it over the fence constitute signature? Had he missed and thrown it into the neighbor's yard, I would have no recourse because C. Orchid signed for it.
Another reason I don't use FedEx.

If you can extract that video clip, do so. Then go to the local FedEx office and talk to the highest level management person you can.

Yup, I'd be talking to FedEx about this too.

You've gotten good advice, so I won't add to that, but I will join in on your dislike of FedEx.
I live in a neighborhood with a majority ethnic population. A lot of Vietnamese, Hispanic, Middle Eastern, Indian (both Native American and East Indian), and African (both new immigrants and long-established families). In fact, I'm proud to say my city has been named one of the Top Ten Most Welcoming Cities in America. My state led the nation in resettling the most refugees per capita during 2015/2016.
But I digress. FedEx won't leave anything on my porch because they claim the neighborhood is not safe enough. I really don't like those people for that kind of stereotyping/redlining. It smacks of 1950.
P.S. I have NEVER had anything stolen from my porch or my yard. And, believe me, I have some real treasures. LOL!

I belive UPS or FedEx do not have Sig required service anotate it on a label.
The driver scans barcode before delivery and thier device tells them that signature is required.
Since you were getting all the alers ( i assume from FedEx) seller did mark it as signature required.
You just got a lazy driver.
PS: FedEx outsources their home (residential) deliveries to any one. They are sell those routes to independant contractors. So they are not FedEx employees. Hence a low care or not enough training.

Fed Exp ground hired immigrant drivers who are not familiar with US customs, they think it is ok to sign the package,it happens to me several time, but they are also under pressure not to spend too much time delivering one package,is it UPS which mounted a timer on the truck dashboard?
you should report to Fed Exp and let them tell the drivers not to sign packages.

Yes, this guy did too. He didn't look like the regular driver but I'm on the fence about reporting him. I would hate to be the cause of him getting a bad review or possilby losing his job. OTOH, I hate to think a seller who does everything right (getting sig con) could end up getting screwed by having a driver sign for a package instead of the recipient. I need to sleep on it.

If the driver is not doing his job, he shouldn't have it.
He would be the cause of his own bad review. Not you.
Don't feel like the bad guy here.
The driver is the bad guy.
No need to sleep on it.

My great uncle used to get his medication from the VA and it was often narcotics for pain they used Fedex and they routinely delivered his meds to the wrong address a few times and the fedex employee often lied about it was the same person every time and some people it wrongly got delivered to lied about it as well to keep the narcotics for themselves, it's not easy to get replacement narcotics for obvious reasons.
